There is a hardware radio device called The StingRay which acts like how a cell phone tower would appear to a phone.
It is not a real cell phone tower but rather a separate radio your phone connects to and then to the internet/cell network.
In this case, the StingRay could monitor your conversations.
If you are being monitored by a StingRay and have the Mic-Lock plugged in while you are not on a call, the StingRay will not be able to hear you because the Mic-Lock security is open.
